Maricopa County has been growing for decades—but the way we build hasn’t kept up
Many cities in our region follow a familiar cycle: grow outward, zone almost exclusively for large single-family homes, keep taxes low, and attract higher-income residents. But this model depends on continual expansion to fund the infrastructure it requires—roads, water, public services.
The problem comes at buildout, when there’s no more land left to develop under existing rules. That’s when the bills come due—and cities are left with aging infrastructure, growing debt, and no sustainable way to pay for it.
We need to build differently—more compact, more flexible, and more future-ready.
We’ve proposed zoning reforms for Maricopa County that would:
- Remove arbitrary height limits, especially in areas near jobs and transit
- Reduce or eliminate parking mandates that raise costs and limit flexibility
- Relax lot coverage caps so homeowners can enjoy more of their own property
- Allow mixed-use development that supports local businesses and walkable
neighborhoods - Eliminate required physical barriers between lots and parking areas that isolate rather
than connect
These aren’t radical changes
they’re practical updates to help cities grow without overextending.
If we don’t act, we risk pushing out the very people who hold our communities together.
Nurses. Teachers. First responders. Retail workers. Tradespeople.
They make Arizona work—but they’re being priced out of the places they serve.
